Already in 1991, the Municipality of Kautokeino signed an agreement on cooperation with Nenets Autonomous Okrug, including the city of Narjan-Mar and the parish locality of Guovdageaidnu/Kautokeino. In 2008, a municipal delegation from Guovdageaidnu/Kautokeino visited Nenets Autonomous Okrug, aiming to revitalize this agreement, and the visit resulted in increased knowledge about their partner, as well as possible ideas for joint projects.
Zapolyarny Rayon was established in 2006 as a municipal administration, with responsibility for local management of the entire area of Nenets Autonomous Okrug, except from the city of Naryan-Mar, which has its own administration.
The delegation from Guovdageaidnu/Kautokeino met representatives from all three administrations; the Nenets Autonomous Okrug (regional), the city of Naryan-Mar (municipal) and Zapolyarny Rayon (municipal). The topic of all discussions was naturally concrete fields of cooperation, and the agreement in particular points out exchange of skills and knowledge within reindeer husbandry and exchange of culture/artists. Projects with mutual possibilities of local development, such as business-related projects, will also be highly prioritized in the cooperation. In addition to the official meetings in Iskateley (Zapolyarny Rayon) and Naryan-Mar, the delegation visited both Malozemelsky selsovet (the village of Nelmin-Nos) and Primorsky-Kuisky selsovet (the village of Krasnoe).
