Much of the work of the Eighth session of the UN Permanent Forum has finished this week, with the majority of visitors and delegates leaving this weekend, including the representatives of the World Reindeer Herders Association and the International Centre for Reindeer Husbandry.
Pogodaev and Burgess made presentations of the book 'EALÁT. Reindeer Herders Voice', to more delegates, Council members, representatives of nation states (including China, the USA and Russia) and several institutional representatives, including the European Commission, the FAO and the ILO. Special attention was paid to delegates from the Russian federation.
The last two days have seen detailed presentations of the work of the UNDP and the FAO, the latter which made some mention of reindeer husbandry and the challenges facing pastoralism in general. In addition, there have been continued statements from the floor from indigenous peoples from around the world.

Today, the Chair of the Board of the World Reindeer Herders Association, Mikhail Pogodaev was able to address the United Nations Permanent Forum on Indigenous Issues, thanks to cooperation with member of the council, Pavel Suliandziga, who is also Vice President of RAIPON, the Russian Association for small numbered indigenous peoples. Pogodaev and ICR employee Burgess aso handed out copied of the book to key Council members (including Chair, Victoria Tauli Corpuz, pictured) and others during this day which had a special focus on the Arctic. There were presentations by ICC and the Sami Council, with climate change and adaptation being key issues highlighted.
The Arctic Youth caucus also made a strong statement that highlighted the issues faced by young indigenous peoples and special mention was made of the challenges facing young people that wished to enter reindeer husbandry.

The 8th session of the United Nations Permanent Forum is underway this week in New York. The Forum is a unique event for the indigenous peoples of the world (and within the UN system, as most indigenous peoples are stateless), and it has become the permier gathering place for indigenous peoples from all over the globe. The week long session is taken up with the business of the Permanent Forum and the impacts of the Declaration and is also host to numerous side events and talks.
This year is of special interest to Arctic residents as there is a special half day session on the Arctic with discussions being held in the plenary that relate to issues specific to Arctic indigenous peoples, any of whom are of course related to reindeer husbandry.
Mikhail Pogodaev, the Chair of the Board of the Association of World Reindeer Herders is representing WRH at the UNPFII and expects to make a short presentation about the work of WRH during the Arctic session. There is also a large youth delegation from the Norwegian side of the Sami area, mostly youth representatives of the Norwegian Sami reindeer herders Association NBR/NRL.
Today, Pogodaev took the opportunity to give out the EALAT book, Reindeer Herders Voice to several selected attendees, including James Anaya, the UN special rapporteur and Raimo Valle, the State secretary for Sami Affairs. Pogodaev also participated in and assisted the Youth caucus and a subsequent Arctic youth caucus. See photographs here

The Norwegian Sami Parliament has just released a report entitled Melding om samisk reindrift. The report outlines the challenges facing Sami reindeer husbandry and notes the centrality of family to the livelihood. The report states that the role of women in reindeer husbandry has been weakened over the last decades. President of the Sami Parliament, Egil Olli, stated to the media "Nomadism is a family-based industry, and we want to involve the women to a greater extent in its operation". A concrete proposal is to initiate discussions with the Norwegian Ministry of Agriculture about a stipend programme to encourage women's further participation.
These concerns speak directly to a project underway by the International Centre for Reindeer Husbandry and the Boazoealáhusa Nissonfierpmádat (Reindeer Herding Women's Network - the logo of which you can see here), coordinated by Karen Inga Kemi. You can read more about the BIRGEN project here on the Reindeer Portal. Many of these issues were discussed at the opening seminar of the BIRGEN project which was held in Kautokeino / Guovdageaidnu early in 2009. You can watch this seminar online here. You can download the Report here on the Reindeer Portal Archive. You can watch the clip here about this issue on NRK Sami Net TV
